"El referéndum propuesto para el futuro de Crimea violaría la constitución de Ucrania y la ley internacional. Cualquier discusión acerca de Ucrania debe incluir al Gobierno legítimo ucraniano", dijo recientemente en una rueda de prensa el presidente estadounidense, Barack Obama.
De esa manera Obama salía rápidamente al cruce del anuncio del Parlamento de Crimea, que aprobó formar parte de la Federación de Rusia y anticipó que sometería la decisión a una consulta popular.
"Ahora los de Crimea son totalitarios, pero si dijeran que quieren adherirse a la Unión Europea serían maravillosos. Esto es parte del juego que hace el imperio y que hacen obviamente los medios, las corporaciones mediáticas", sostiene el analista internacional Carlos Aznáres.
"¿Qué tiene que estar haciendo EE.UU. en el tema de Ucrania?", se pregunta por su parte Mariano Ciafardini, también analista internacional. "Uno entendería que Alemania, que la Unión Europea, que Rusia, Polonia y los países limítrofes estén preocupados. ¡Pero qué tiene que ver EE.UU.!", se pregunta Ciafardini.
El contundente rechazo de Obama a la consulta en Crimea contrasta fuertemente con la postura de las potencias de occidente ante otras iniciativas populares. Tras el reciente referéndum por la soberanía en las islas Malvinas, Washington aseguró que se demostraba "claramente la voluntad del pueblo isleño" de seguir ligado al Reino Unido.
- Cuando se anunció la consulta que se realizará este año en Escocia para su secesión, no hubo ningún discurso de enérgico rechazo. Y tampoco ocurrió antes en la historia, cuando se realizó la votación del pueblo de Kosovo en 1991, antes de su autoproclamación como Estado independiente.
"Es el doble rasero típico. Kosovo fue una elección patrocinada por el imperio para destruir todo lo que era en ese momento Yugoslavia", opina Aznáres.
Un doble estándar que se reproduce a la vez en los medios hegemónicos, que condenan o bendicen también intervenciones militares, de acuerdo con los intereses de las grandes potencias.
"Cuando tienen algún 'vagón de cola en su propio tren', lo avalan y lo ponderan. Cuando ven que un país se quiere independizar porque hay razones de peso para eso, lo van a condenar, van a decir que es ilícito y van a seguir guerreando", agregó el analista.
Para los expertos en derecho internacional hay una razón fundamental que otorga legitimidad al referéndum propuesto: si el impedimento era la constitución vigente en Ucrania, ese impedimento se cayó junto a la ruptura del orden constitucional, con la destitución del presidente Víktor Yanukóvich y la imposición de un Gobierno de facto.
"Yo creo que en términos de una 'justicia de gentes', de justicia universal, que el planteo del Parlamento de Crimea y seguramente del pueblo de Crimea es un planteo defensivo y justo. Tal vez no querían dividir Ucrania, pero se están defendiendo de una agresión", considera por su parte Ciafardini.
Mientras miles de voces eran multiplicadas y enaltecidas durante las violentas protestas de la oposición en Ucrania, la voz del pueblo de Crimea fue deliberadamente subestimada e ignorada por los mismos micrófonos. Esta vez, ese pueblo parece estar dispuesto a hacer un nuevo intento por ser escuchado, a pesar de las presiones.

ReplyDeleteВ Москве с недоумением ознакомились с итогами внеочередного заседания Европейского совета 6 февраля в Брюсселе, посвященного ситуации на Украине. Трудно отделаться от впечатления, что конъюнктурные подходы возобладали над здравым смыслом, диктующим необходимость как минимум прислушаться к принципиальной позиции стратегического партнера Евросоюза - России.
В этот деликатный момент, когда международное сообщество прилагает все усилия, чтобы найти решение по выходу из кризиса на Украине, Евросоюз занял крайне неконструктивную позицию, отказываясь от сотрудничества с Россией по важным для граждан и деловых кругов наших стран направлениям, включая либерализацию визового режима и заключение нового базового соглашения.
По этим направлениям проделана большая совместная работа, достигнут немалый прогресс по спорным моментам, однако если в Брюсселе считают, что успешное завершение этой работы России нужно больше, чем Евросоюзу, то они заблуждаются.
Россия не приемлет язык санкций и угроз, однако в случае реализации их на практике без ответа они не останутся.

Russia vows retaliation if sanctions imposed....
DeleteRussia heightened its tone on Friday when it vowed retaliation if sanctions were imposed after France threatened a second round of embargoes if Moscow doesn’t stop its intervention in Ukraine.
Meanwhile, Valentina Matvienko, the speaker of Russia’s house of parliament, said Friday that Crimea would be welcome as an equal part of Russia if the region votes to leave Ukraine in an upcoming referendum, the Associated Press reported.
Matvienko met with the head of the Crimean parliament to discuss the region’s possible accession to Russia. On Thursday, the parliament of Crimea voted to move the referendum date up to March 16, and to include a question on joining Russia.
Russia’s foreign ministry accused the European Union of taking an “extremely unconstructive position” by freezing talks on easing visa barriers that complicate travel between Russia and the EU over Ukraine.

DeleteThe White House said in a statement the president agreed with European leaders on the need for Russia to pull back its forces, allow for the deployment of international observers and human rights monitors to Crimea, and support free and fair presidential elections in May.
The White House statement said Mr. Obama and Chancellor Merkel discussed the need for Russia to "agree quickly" on the formation of a contact group, leading to direct dialogue between Ukraine and Russia "to de-escalate the situation and restore Ukraine's territorial integrity."
Meanwhile, in a telephone conversation Friday with U.S. Secretary of State John Kerry, Russian Foreign Minister Sergei Lavrov warned the U.S. against taking any "hasty and reckless steps" that could harm Russian-American relations. Crimea vote 'will not be recognised'...
ReplyDeleteUkraine's interim prime minister has warned the Crimean parliament "no-one in the civilised world" will recognise its referendum on joining Russia.
Arseniy Yatsenyuk and others in the Kiev government have called the vote "unconstitutional" and "illegitimate".
But the referendum has the support of the Russian parliament.
The speaker of the upper house said if the Crimean people vote on 16 March to join Russia then they would "unquestionably back this choice".

The two leaders agreed that Russia’s actions are a threat to international peace and security and emphasized the importance of preserving Ukraine’s sovereignty and territorial integrity. They committed to work with other G-7 partners to insist that Russia abide by its obligations and commitments to Ukraine’s sovereignty, including under the UN Charter and the 1997 basing agreement, but noted that there is an opportunity for Russia to resolve the situation diplomatically, in a way that addresses its interests as well as those of Ukraine and the international community. Both leaders also agreed to work bilaterally and through the International Monetary Fund to support the government of Ukraine as it works to stabilize its economy and prepare for May elections. The President noted that his April visit to Japan will offer an important opportunity to advance the many diplomatic, defense, and trade initiatives the United States and Japan are pursuing in Asia and around the globe.

"Nous respecterons le choix historique de la population de Crimée", a déclaré Sergueï Narychkine, cité par les agences russes, laissant entendre que les parlementaires russes voteraient en faveur du rattachement de la Crimée à la Russie.
"Nous soutiendrons le choix libre et démocratique de la population de Crimée", a-t-il ajouté.
