Moscow to demand return of USD20 bln debt if Kiev revives ‘zero debt’ debate. -MFA Russia

Moscow will reserve the right to demand the immediate payment by Kiev of the 20 billion U.S. dollar Soviet debt if Ukraine decides to bring back the “zero option” issue, the Foreign Ministry said on Monday, March 17.
“After that we would be prepared to consider the possibility of conducting talks with Ukraine on other aspects of the ‘zero option’,” it said.

Russia was “surprised by the so-called instructions” issued by parliament-appointed Prime Minister Arseny Yatsenyuk to acting Foreign Minister Andrei Deshchitsa with regard to the allegedly unsettled issue of Soviet foreign debts and assets, the ministry said.

“The Russian Foreign Ministry’s note to the Ukrainian Foreign Ministry of March 31, 2005 said that under the agreement between the Russian Federation and Ukraine on the settlement of the matters of legal succession with regard to the foreign state debt and assets of the former Soviet Union of December 9, 1994 (the so-called ‘zero option’ agreement), Ukraine pledged to transfer and the Russian Federation pledged to assume obligations to pay Ukraine’s share in the foreign state debt of the former Soviet Union as of December 1, 1994. 

  • At that time, this share was 6.8 billion U.S. dollars. Now it is coming close to 20 billion U.S. dollars,” the ministry said.

Nach der Ankündigung der Ukraine, Anspruch auf einen Anteil am Vermögen der ehemaligen Sowjetunion zu erheben, droht Moskau der neuen Regierung in Kiew damit, Forderungen in Höhe von 20 Milliarden US-Dollar geltend zu machen. 

Der ukrainische Justizminister Pawel Petrenko hatte am Montag angekündigt, die Ukraine würde Anspruch auf einen Anteil am ehemaligen Sowjetvermögen erheben, das Russland als Rechtsnachfolger der UdSSR übernommen hat.

Das russische Außenministerium zeigte sich erstaunt. In einem Statement verwies die Behörde darauf, dass die Ukraine laut einer Vereinbarung vom 9. Dezember 1994 ihren Anteil an der sowjetischen Auslandsverschuldung Russland übertragen hat. „Damals hat dieser der Anteil 6,8 Milliarden US-Dollar betragen. Gegenwärtig macht er knapp 20 Milliarden US-Dollar aus“, so das Außenministerium weiter. Wenn die Ukraine dieses Problem wieder aufgreifen wolle, so behalte sich Russland das Recht vor, von Kiew eine umgehende Rückerstattung der 20 Milliarden Dollar zu fordern.

    “These are currency values, which the Russian Federation inherited from the Soviet Union, and deposits in the former State Savings Bank, which the Russian Federation basically had not returned to the State Savings Bank of Ukraine as of January 1, 1992.   2. Ukraine to Lay Claim for Soviet Heritage...

    Ukraine is set to lay a claim to property of the Soviet Union, including about $80 billion deposited on the accounts of the USSR State Bank, Justice Minister Pavlo Petrenko said on Thursday.

    Petrenko said that Ukraine did not sign the December 9, 1994 agreement which recognized Russia as the successor state of the Soviet Union and its government has legal grounds to claim ownership of certain Soviet property located in third states.

    Kiev also plans to lay claim to about $80 billion deposited on accounts of the USSR State Bank, the only bank in the Soviet Union.

    The Russian Foreign Ministry replied that it was ready to negotiate the Soviet heritage issue with Kiev, but said that in this case Ukraine will also have to undertake financial responsibility for the Soviet debt.

    The ministry estimates that Ukraine will have to pay about $20 billion in Soviet-era debts.
