The document - that could be put to a vote as early as Monday - also calls on everyone in the region to fully cooperate in an international probe of the incident, according to a copy obtained by AFP.
Malaysia Airlines flight MH17 was blown out of the sky Thursday by what is believed to have been a surface-to-air missile, killing all 298 passengers and crew. Among the dead are 28 Australian citizens.
The draft resolution "demands that the armed groups in control of the crash site and the surrounding area refrain from any actions that may compromise the integrity of the crash site and immediately provide safe, secure, full and unfettered access to the site and surrounding area for the appropriate investigating authorities."
While not mentioning Russia specifically, it "calls on all states and actors in the region to cooperate fully in relation to the international investigation of the incident, including with respect to immediate access to the crash site ... in an effort to strengthen the safety of international civil aviation and to prevent any recurrence of such use of force against civilian aircraft."
World leaders have demanded Russian President Vladimir Putin use his influence to persuade the rebels to hand over the victims and allow full access to the crash site.
Major European nations have warned Moscow of additional possible sanctions over the crash.
The text also condemns the shooting down of the plane "in the strongest terms" and demands that those responsible be held to account while expressing serious concern that armed groups have "impeded immediate, safe, secure and unrestricted access to the crash site and surrounding area."
On behalf of the 15-member Security Council, it also expresses grave concern at reports of "tampering with evidence related to the incident."
On Friday, panel members, including Russia, demanded a full, independent probe of the downing.
Australia has asked that its 14 counterparts submit their comments on the measure by Monday morning.
Russia, a permanent member of the Council, has the power to veto the resolution should it come up for a vote.
- One Western diplomat said it was difficult to know what the Russians would do, adding Moscow was under significant pressure.
- The diplomat did not rule out the possibility that Russia could ask for more time to examine the text.

ReplyDeleteAustralia presentó a los miembros del Consejo de Seguridad de las Naciones Unidas (ONU) una propuesta de resolución que reclama a los independentistas un acceso libre y seguro al sitio donde cayó el avión malasio siniestrado, según un texto al que tuvo acceso la agencia AFP.
La petición fue hecha la ministra australiana de Exteriores, Julie Bishop, quien pidió la apertura de una investigación independiente acerca del avión abatido por un misil en el este de Ucrania.
El texto australiano pide también "a los países y protagonistas en la región" -como Rusia- colaborar plenamente en "una investigación internacional completa, minuciosa e independiente".
Australia perdió 28 de sus compatriotas en este siniestro que dejó 298 muertos en total.
El proyecto podría someterse a votación este lunes. Rusia tiene derecho de veto en el Consejo. "Es difícil saber lo que harán los rusos pero hay mucha presión sobre ellos", subrayó un diplomático occidental, que no excluyó que Moscú pida un plazo para examinar el texto.
Por otra parte, el presidente francés, François Hollande, la canciller alemana, Angela Merkel, y el primer ministro británico, David Cameron, exigieron este domingo al presidente ruso, Vladimir Putin, que haya acceso libre y total a la zona de la catástrofe del avión malasio para los investigadores internacionales, pese a que la misión de observadores de la OSCE desmintieran que el lugar estaba bloqueado.

ReplyDeleteСостоялся телефонный разговор Владимира Путина с Премьер-министром Австралии Тони Эбботом. Президент России выразил искренние соболезнования в связи с гибелью граждан Австралии в результате крушения малайзийского авиалайнера над территорией Украины.
Владимир Путин подробно информировал Тони Эбботта о предпринимаемых российской стороной шагах по содействию организации международного расследования ИКАО обстоятельств авиакатастрофы. С обеих сторон была акцентирована важность до завершения такого расследования избегать политизированных заявлений в связи с произошедшей трагедией.
Глава Российского государства и Премьер-министр Австралии условились о взаимодействии по линии внешнеполитических ведомств в международных организациях, включая ООН, в целях создания необходимых условий для работы на Украине международных экспертов ИКАО, в том числе в плане обеспечения безопасности их деятельности на месте катастрофы.
Владимир Путин и Тони Эббот договорились о продолжении контактов.
