Relief Aid Convoy Leaves Russia for East Ukraine. (Russia and Ukraine said in a statement they had agreed...)

NARO-FOMINSK, MOSCOW REGION, August 12 (RIA Novosti) – A Russian humanitarian convoy departed early on Tuesday from the Russian city of Naro-Fominsk in the Moscow Region and is headed to the affected areas in eastern Ukraine, the regional administration told journalists.

“The convoy will bring some 2,000 tons of relief aid contributed by Moscow and Moscow Region residents to the people in eastern Ukraine,” an official said.

Some 280 truck-loads of humanitarian aid include 400 tons of cereals, 100 tons of sugar, 62 tons of infant foods, 54 tons of medical drugs and stock, as well as 12,000 sleeping bags and 69 power generators.

On Monday, Russia and Ukraine said in a statement they had agreed to a Red Cross-led humanitarian mission to the war-torn Ukrainian region of Luhansk, where food and energy supplies are running short.

Russia initially came up with a proposal to dispatch an international humanitarian mission to the region last Tuesday at the UN Security Council.

On Monday, the Red Cross said it was awaiting all necessary details from Moscow on its humanitarian assistance for eastern Ukraine. Russian Foreign Minister Sergei Lavrov called on the West not to impede the delivery of urgent humanitarian aid to eastern Ukrainian regions.

  1. Russian aid convoy departs for Ukraine...

A Russian convoy of 280 trucks carrying humanitarian aid for Ukraine set off this morning amid Western warnings against using help as a pretext for an invasion.

With Ukraine reporting Russia has massed 45,000 troops on its border, NATO said there was a "high probability" that Russia could intervene militarily in the country's east, where Kiev's forces are closing in on pro-Russian separatists.

Western countries believe that Russian President Vladimir Putin could now send his forces into the east to head off a rebel defeat.

Itar Tass news agency said the convoy has departed from near Moscow which means it would take it a couple of days to arrive in east Ukraine, 1,000km to the southwest.

"It has all been agreed with Ukraine," Business FM radio quoted President Vladimir Putin's spokesman, Dmitry Peskov, as saying.

  2. Readout of the President's Call with Prime Minister Renzi of Italy...

The President spoke this morning with Italian Prime Minister Matteo Renzi about the latest developments in Iraq, Libya, and Ukraine, as well as the Ebola outbreak in West Africa. On Iraq, the two leaders agreed on the need to ensure humanitarian assistance is reaching vulnerable Iraqis, continue to seek the safety of the civilians on Mount Sinjar, and work together to develop options that will secure the safety of the civilians on Mount Sinjar. Renzi expressed his support for the United States’ efforts in Iraq. Both leaders noted the urgency of efforts to counter the threat ISIL poses against all Iraqis and discussed the latest developments in Iraq’s political transition. On Ukraine, the President and Prime Minister considered the developing situation and reiterated that any intervention under the guise of “humanitarian” assistance must be provided only with the formal, express consent and authorization of the Government of Ukraine, and noted ongoing efforts by the Ukrainian government to deliver humanitarian aid through the ICRC and other recognized international organizations. They agreed that any Russian steps not in accordance with these requirements would be unacceptable, would violate international law, and would lead to additional sanctions. On Libya, they emphasized their support for the democratically-elected Council of Representatives and the need to encourage full participation by all elected members while working to end the fighting between militias. Regarding the growing Ebola outbreak in West Africa, the leaders supported World Health Organization efforts to assist national health services in the region, and agreed on the need for the international provision of additional resources to this effort.
