The voter turnout at of 17:00 local time (16:00 Moscow Time) was 61%, Raya Nazaryan, the secretary of the Central Election Commission, said in Stepanakert, the republic’s capital city.
The National Assembly of Karabakh (parliament) will have 33 members. Twenty-two of them are elected with seven political parties and eleven - in one-seat communities. From now on, the parliament will work on a permanent basis.
Representatives of political forces and international observers said the elections had been well organized in line with Nagorn-Karabakh’s election code. The local opposition reported "minor drawbacks" on the voting day.
Preliminary results will be announced with 24 hours, the final results - within a week, said the Central Election Commission Chairman, Srbui Arzumanyan.
Co-chairs of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) on the Nagorno-Karabakh settlement (Ambassadors Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France) said on Thursday they would not recognize the election results as a factor influencing Nagorno-Karabakh’s legal status. "In the context of a comprehensive settlement of the conflict, we recognize the role of the people of Nagorno-Karabakh in deciding their future. However, none of our three countries, nor any other country, recognizes Nagorno-Karabakh as an independent and sovereign state. Accordingly, we do not accept the results of these "elections" as affecting the legal status of Nagorno-Karabakh, and stress that they in no way prejudge the final status of Nagorno-Karabakh or the outcome of the ongoing negotiations to bring a lasting and peaceful settlement to the Nagorno-Karabakh conflict," they said in a statement.

ReplyDeleteThe Nagorno-Karabokh territory, which is legally part of Azerbaijan but has been occupied by Armenia for over 20 years, is holding parliamentary elections that have garnered little to no support internationally.
“The so-called elections violate the Constitution of Azerbaijan, as well as principles of international law. Therefore, the elections will have no legal validity,” said Hikmet Hajiyev, spokesman of the Azerbaijani Foreign Ministry on the day parliamentary elections are being held in the Nagorno-Karabakh territory.
Hajiyev stated that Armenia was ignoring the calls of peace made by the Organization for Security and Cooperation in Europe's Minsk Group.

ANC of Europe Welcomes Artsakh ‘Free and Fair’ Elections...
ReplyDeleteOn May 3, the elections for the National Assembly of Artsakh took place. The ten highly experienced delegates of the independent international election observation mission deployed by the European Armenian Federation for Justice and Democracy (EAFJD, ANC of Europe) reported a calm, transparent and orderly election day.
According to the observers, the election day in Artsakh overall “fulfilled the criteria enshrined in fundamental documents such as the Universal Declaration of Human Rights, OSCE 1990 Copenhagen Document, and International Covenant on Civil and Political Rights (ICCPR) used to measure the state of democracy in established states.” The delegates of the mission from nine European countries visited 57 polling stations out of 279 in all 11 constituencies.
The independent election mission produced a report on Artsakh’s parliamentary elections to be released later this week. The report was produced according to the methodological guidelines and code of conduct established for OSCE/ODHR election observation missions, as well as those enshrined in the Declaration of Principles for International Election Observation.
