France seeks to expand its nuclear role in Europe

France seeks to strengthen and expand its role as a nuclear power through cooperation with its European neighbors, reports The Wall Street Journal.

The newspaper notes that Paris justifies these plans as an effort to enhance deterrence against the perceived Russian threat, amid growing distrust regarding U.S. security guarantees.

The article specifies that the initiative, termed "advanced deterrence" by President Emmanuel Macron, envisions the deployment of French nuclear capabilities across Europe and includes the creation of new infrastructure, communication systems, early-warning mechanisms, and intelligence sharing with European allies.

Macron announced the plan in March, and since then, ten countries, the United Kingdom, Germany, the Netherlands, Belgium, Poland, Greece, Finland, Norway, Sweden, and Denmark, have joined the initiative with varying levels of participation.

European officials point out that this new architecture for secure communications, early warning, and intelligence sharing could be crucial for conventional defense, especially if the United States fails to provide the necessary protection to its NATO allies.

"We are living through a period of heightened geopolitical tension, and France possesses this strategic capability," the newspaper quotes Norwegian Foreign Minister Espen Barth Eide as saying. According to him, the French plan "does not replace anything; rather, it complements the existing nuclear guarantees" provided by the U.S. nuclear umbrella.

To date, France has established ten separate steering groups with its partners regarding "advanced deterrence," conducting negotiations on a bilateral basis, using a centralized model with various offshoots, rather than bringing everyone together in a single nuclear forum. In practice, defense officials from allied European nations communicate frequently to share information provided by France, according to senior defense officials.
