BRUSSELS—Ukraine and the European Union sought to revive a sweeping trade and political accord Thursday, though there was no new date set for signing the deal and prospects for an agreement remained shaky.
After several hours of talks with a Ukrainian delegation, the EU's commissioner for enlargement, Stefan Füle, said the EU would be prepared to sign a joint plan of action for implementing the accord—but only if Kiev first clearly set out what it wanted.
"We agreed today that on the basis of a clear commitment of Ukraine to sign the Association Accord, we will first prepare a road map for implementation of the (accord)," Mr. Füle said at a joint news conference with Ukrainian Deputy Prime Minister Serhiy Arbuzov. An EU aide said after the news conference that commitment wasn't forthcoming. .
Ukraine's decision not to sign the EU agreement last month unleashed huge protests in Kiev last month and demonstrations are still continuing. Ukrainian President Viktor Yanukovych said at the time he was putting the deal on hold, citing economic pressure from Russia and saying the EU hadn't offered enough financial incentives to make signing worthwhile.
Mr. Arbuzov insisted that Ukraine would "soon sign" the EU deal. But pressed by reporters, he declined to say when.
"We cannot tell the date, but we have to work on it," he said. "On both sides we have a lot of issues to talk about."...............http://online.wsj.com/news/articles/SB10001424052702304202204579254464269312116
