Ukrainian, European Parliaments Ratify Ukraine's EU Association Deal

The parliaments of Ukraine and the European Union simultaneously ratified Ukraine's Association Agreement with the EU Tuesday.

The Verkhovna Rada approved the bill by 355 lawmakers with the required minimum of 226 “yes” votes.

The Ukrainian president signed the ratification deal immediately after and told the government to prepare implementation bill for the agreement by Wednesday.


The Ukraine–EU Association Agreement is a treaty that presupposes political and economic association between the parties.

The political provisions of the Association Agreement were signed back in March, after Ukrainian President Viktor Yanukovych was ousted and an interim government came to power.

Ukrainian President Petro Poroshenko signed the economic part of the agreement in June.

Last week, Russia, Ukraine and the European Union reached a crucial compromise on Kiev's free trade pact with the 28-member bloc postponing its entry into force until the end of 2015. The deal was agreed upon during a trilateral meeting in Brussels, which was held after Moscow expressed concerns that the implementation of the Association Agreement carries economic risks for Russia and Ukraine. Moscow warned Kiev that Ukraine's signing of the free trade agreement with the European Union could trigger an uncontrolled flow of duty-free goods from Europe, forcing Russia to protect its market.

  2. Ukraine ratifies EU trade pact in 'first step' towards membership....

    The Ukrainian parliament on Tuesday ratified a landmark EU trade agreement that strengthens the former Soviet state's ties with the West, in what President Petro Poroshenko called a "first step" towards European Union membership.

    "Tell me, who will now dare to shut Ukraine's doors to Europe?" Poroshenko asked after the vote. "Who will be against our future membership in the EU, towards which today we are taking our first – but very decisive – step?"

    A total of 355 lawmakers voted in favour of the ratification of the EU-Ukraine Association Agreement.

    Association agreements are deals that establish closer economic and political ties between the EU and the signatory nation, granting it privileged trade status while requiring its leaders to respect "human rights and democratic principles". Such agreements often, but not always, pave the way for future membership in the European Union.

    We congratulate the people of Ukraine on making history today, as the Ukrainian and European parliaments simultaneously ratified Ukraine’s Association Agreement with the European Union. By forging ahead with this Agreement in the face of great challenges, Ukraine’s leaders have carried out the will of the Ukrainian people, who demonstrated their overwhelming support for further integration with Europe last winter and with their votes in the May 25 presidential elections.

    We also applaud the Ukrainian Parliament’s passage of the laws on Amnesty and Special Status for select parts of Donetsk and Luhansk, which were two important commitments Ukraine made in the Minsk ceasefire agreement on September 5. These new laws highlight the Ukrainian government’s continuing commitment to resolve the ongoing conflict in eastern Ukraine peacefully.

    We call on Russia and the separatists it backs to reciprocate and begin immediate and full implementation of the twelve steps of the ceasefire agreement. Russia must stop its unlawful military intervention in Ukraine, withdraw all military forces and equipment from inside Ukraine and away from its border, end its support for the separatist forces in eastern Ukraine, and agree to an effective mechanism to secure and monitor the Ukraine-Russia border. The way is open for peace, but it is now incumbent on Russia and the separatists it supports to honor their ceasefire commitments and respect Ukraine’s sovereignty and territorial integrity.
