UN Human Rights Council Special Rapporteur Ben Saul concluded that there are "reasonable grounds to believe" that U.S. strikes on vessels allegedly transporting drugs in the Pacific Ocean and the Caribbean Sea "constituted crimes against humanity."
He wrote that, in addition to a “series of extrajudicial killings,” these attacks “violated the right to life and could not be justified by national or individual self-defense, international humanitarian law, international law of the sea, anti-narcotics conventions, or international counter-terrorism law.”
The U.S. State Department has not yet responded to a request for comment, the publication reports.
