Kiev is skeptical about the next round of three-party gas talks scheduled for October 29, Ukrainian Prime Minister Arseniy Yatsenyuk said Wednesday.

"We need additional 5 billion of cubic meters that we can buy from Russia. I'm quite skeptical about the possibility of building relations with Russia, but we will see how the situation will develop on [October] 29," he said.

Ukraine's state company Naftogaz Ukrainy will tighten security of the country's gas transportation system following an explosion at the Urengoi-Pomary-Uzhgorod trunk pipeline in the Poltava region.

La Commission européenne a annoncé mardi avoir débloqué 500 millions d'euros pour aider l'Ukraine à faire face à ses besoins de financements, notamment pour des achats de gaz à des compagnies européennes.

"Il s'agit d'une assistance budgétaire et il revient aux autorités ukrainiennes de décider comment elles veulent utiliser cet argent", a expliqué Simon O'Connor, porte-parole du commissaire aux affaires économiques Olli Rehn. "Elles peuvent l'utiliser pour faire face à leurs besoins de financements extérieurs, comme des achats de gaz", a-t-il précisé. 

Ukraine files lawsuit in Stockholm court to contest Russian gas pricing

Ukrainian state-run energy firm Naftogaz on Monday said it had filed a lawsuit at the Stockholm arbitration court to contest the pricing of natural gas it imports from Russian giant Gazprom.

"The lawsuit also contains a requirement to recover an amount of money from Gazprom, which Ukraine has overpaid since 2010," Naftogaz said in a statement.

The Ukrainian company estimates it has "overpaid" around 6 billion US dollars to Russia due to the "unfair" gas contract.

Ukraine declares state of emergency in energy sector. - Enough gas to meet domestic demand in the next six months

Ukrainian Prime Minister Arseny Yatsenyuk on Monday declared a "state of emergency" in the country's energy sector after Russia reportedly suspended its natural gas supplies to Ukraine.

"I authorize the Energy Ministry and Justice Ministry to prepare a draft law on state of emergency in the energy sector," Yatsenyuk said while opening a government meeting.

Yatsenyuk asked the National Regulatory Commission to set "economically justified" tariffs for the transit of Russian gas through Ukrainian territory, saying that Kiev has no plans to "subsidize" Russia any longer.

Η ρωσική εταιρεία φυσικού αερίου Gazprom έχει ανακοινώσει ότι θα εισαγάγει ένα σύστημα προπληρωμών για την
Ουκρανία και θα σταματήσει την παροχή φυσικού αερίου στην χώρα αν αυτή δεν καταβάλει 1,95 δισ. δολάρια ως την Δευτέρα για να αρχίσει την αποπληρωμή του χρέους της.
 
Παράλληλα η ουκρανική εταιρεία φυσικού αερίου Naftogaz ανακοίνωσε σήμερα ότι το Κίεβο προτίθεται να πληρώνει το ρωσικό φυσικό αέριο σε μια συμβιβαστική τιμή των 326 δολαρίων ανά 1.000 κυβικά μέτρα για μια προσωρινή 18μηνη περίοδο ώστε να δοθεί ο χρόνος που χρειάζεται για να τερματιστεί η διένεξη για την τιμή του φυσικού αερίου με την Μόσχα.

Gaz russe: Kiev doit payer 1,451 md USD d'ici la fin de la semaine

L'Ukraine doit verser 1,451 milliard de dollars pour le gaz naturel russe consommé en novembre et décembre 2013 et commencer à payer pour le gaz importé en avril et mai d'ici la fin de la semaine, a déclaré lundi le ministre russe de l'Energie Alexandre Novak.

"La position russe est restée inchangée lundi. Nous nous en tenons à la position examinée et confirmée il y a une semaine par la Commission européenne. L'Ukraine doit payer sa dette pour novembre et décembre, qui s'élève à 1,451 milliard de dollars, d'ici la fin de la semaine et commencer à payer pour le gaz livré en avril et mai", a indiqué M.Novak à la Première chaîne de télévision russe au terme d'un nouveau volet des négociations tripartites sur le gaz à Bruxelles.

Kiev Asks Russia to Pay $1Bln for Gas Left in Crimea Storage

Ukraine has asked Russia to pay $1 billion for 2 billion cubic meters of natural gas stored at an underground facility belonging to Crimea's Black Sea oil and gas company Chernomorneftegaz, Acting Prime Minister Arseniy Yatsenyuk said Tuesday.
“We want to hear the Russian answer, including [the answer] on the issue of giving Ukraine back 2.2 billion cubic meters of gas,” Yatsenyuk said.
Yatsenyuk added the gas was had been stored underground by Chernomornaftogaz underground.

Gazprom: Ukraine fails to pay its April gas bill. --This comes as Ukraine receives the first tranche of $3 billion from the IMF.

Gazprom says Kiev has failed to pay its mounting gas bill, which now has hit $3.5 billion. This means that in June Ukraine might receive Russian gas only on the condition of advanced payment.
"The deadline has passed, no payment has been received," said Sergey Kupriyanov, the company's representative. Earlier the company said that if the deadline was not met, Gazprom would issue an advance bill for June gas supplies on May 16.

Ukraine can pay for Russian gas at reduced price or will go to court

Ukraine is ready to pay the price of 268 US dollars per 1,000 cubic metres of Russian gas, parliament-appointed Prime Minister Arseniy Yatsenyuk said on Monday, April 28.

This is 45% below the established price of gas. If Moscow disagrees, Kiev will be prepared to contest its debt in court, he said.
Yatsenyuk told reporters that a “note” had been sent to Russia’s Gazprom, which “states the price”. If Gazprom accepts the proposed terms, Ukraine will pay the gas debt of 2.2 billion US dollars immediately. If no solution is found within 30 days, the dispute will be taken to court.
